This Final Report (in german) says on the first page:

IoT.H20 – IoT for Supervision and Control of Water Systems

Water JPI – Joint Call 2017 – Transnational Collaborative Project: IoT.H2O – Development of IoT (Internet of Things) technologies for the monitoring and control of drinking water supply systems

Subproject 1: Hydraulic modeling, sensor testing, and coordination Project duration: April 1, 2019 – December 31, 2022

Submitted in June 2023

This research summary gives a few ideas of how an IoT-approach for a water management system could look like based on LoRaWAN, Thingsboard, EPANET. It might give a few ideas of how various aspects could be approached, e.g. reading water meter gauges optically via camera and a neural network, or monitoring pumps with vibration sensors and again AI network.

However there seems to be not much in this project that could be directly useful for AOWIS.
